The Lessons Learnt and Reconciliation Commission (LLRC) was appointed by President Mahinda Rajapaksa in terms of the Presidential Warrant dated 15 May 2010. The Commission’s mandate was to look back at the conflict Sri Lanka suffered as well as to look ahead for an era of healing and peacebuilding in the country.
The report includes the principal facts and circumstances that led to the loss of civilian life during the internal armed conflict that ended on the 19 May 2009, and whether any person, group or institution directly or indirectly bears responsibility in this regard by reason of a violation or violations of international humanitarian law or international human rights law. The commission was appointed by the then President Mahinda Rajapaksa in terms of the Presidential Warrant dated 12 August 2013.
